Preheat
oven to 325 degrees F.
Combine
oil, chili powder, and garlic. Rub chops on both sides
with the spiced oil mixture, and let stand for about
15 minutes.
In
an 8 cup baking dish, combine rice, celery, green pepper,
onion, salt and pepper. Stir to mix it all together.
Arrange
chops on top of the rice mixture.
Mix
tomato juice and water, and pour over all.
Cover
and bake for 1 hour. (About 4 servings.)
